Abstract

The investigation of rape and serious sexual offences (RASSO) represents one of the most challenging areas of contemporary policing. Despite decades of scrutiny and reform, conviction rates for rape in England and Wales remain alarmingly low, with only 1.6% of reported cases resulting in a conviction (HM Government, 2021). This persistent problem raises serious questions about the efficacy of police investigations, organisational support for investigators, and the broader structural tissues that inhibit improvement in this critical area of public protection.
