Abstract

This report presents an independent analysis of the impact of parking charges introduced in January 2025 on footfall, dwell time, spending, and car park use in the market towns of Hadleigh, Lavenham, and Sudbury. Using footfall, dwell time, spend, parking, and enforcement data from 2024 and 2025, the study employs statistical testing to assess behavioural change. The findings indicate no significant overall impact on footfall or spending, with limited reductions in dwell time and car park use in specific locations. The report also situates the findings within existing UK evidence on parking policy and town centre vitality.
